Parent component showing the last status of sub-component and not major status of sub-component

For eg:
Triggered a Major Incident on Subcomponent 1 ---> Parent Component updates the status as Major.
With the Major incident in an Open state, triggering the Partial incident in another Subcomponent 2, ----> Parent Component updates the status as Partial.
But Parent Component should remain in a Major Incident when any sub-components are major.

NB we're using localization labels in this example, where 'Major Incident' = Unavailable and 'Partial' = Degraded. The key here is that a root/parent component should reflect the most critical current status of one of it's child components, not whatever happens to be the most recent non-operational status (or at the very least this behavior should be configurable)
