Allow Maintenance event to prevent Component Status Updates

Scheduled Maintenance 'Incidents' should have a selectable flag to prevent the affected Component(s) from changing Status (from Maintenance) for the duration of the Scheduled Maintenance.
i.e. Beacon or API payloads affecting that Component(s) would be ignored for the duration of the Scheduled Maintenance.
