Alert admins when a incident draft is created via a monitor

When Auto-Published is disabled for a monitor template, it will create a draft of an incident but no one is notified that this was done. It would be extremely helpful if admins, or at least the person set as the posting user, was emailed when a draft was created due to a beacon/monitor integration.
