Add option to configure status options presented in management screens

We can use css to hide status options on the status page, but all status options are always available on Incident editor and service screens in the management/admin portal. In order to support use cases where some status options are not used it would be helpful to add configuration to allow us to prevent unused status options from presenting in drop down boxes (such as in Incident editor screens, Services screen, individual service screens)
