Allow Incident Creations for Hidden Services

We'd like to hide child services that are listed by customer to keep our page lighter, but we'd also like to be able to create incidents for these hidden services, without needing to first "un-hide" them.

When creating an incident, we'd like to only notify relevant stakeholders (the hidden, child services) to avoid spamming all customers under one parent service.

We'd then like the status page to reveal the hidden service that's not in a "normal" state to be revealed under the parent.
